_G_e_t_r_p_c_p_o_r_t returns the port number for version _v_e_r_s_n_u_m of the RPC program
_p_r_o_g_n_u_m running on _h_o_s_t and using protocol _p_r_o_t_o. It returns 0 if it
cannot contact the portmapper, or if _p_r_o_g_n_u_m is not registered. If
_p_r_o_g_n_u_m is registered but not with version _v_e_r_s_n_u_m, it will still return
a port number (for some version of the program) indicating that the
program is indeed registered. The version mismatch will be detected upon
the first call to the service.
